Implementation Gentlemen:

On December 12, 1989, South Carolina Electric & Gas Company (SCE&G) met with the NRC-to discuss the status of licensing issues at V. C. Summer Nuclear

' Station-(VCSNS). One of the issues discussed was the L* Technical Specification amendment request and the NRC request for additional r

information on implementation of the L* criteria. SCE&G has compiled data to formulate.a response to.the NRC request, but believes insufficient time exists to compile the data into a cohesive submittal and'still provide the NRC sufficient time for review prior to the March 1990 outage. As such.

SCE&G has chosen to delay submitting the response until after the outage.

This delay is.also predicated on SCE&G's desire to allow NRC resources to be

< focused on higher priority Technical Specification amendment requests required for the outage'(e.g. the F* extension and sleeving) and SCE&G resource' requirements to support the outage.

A'possibletbenefit from the delay is that data obtained from steam generator inspection during the refueling outage may provide additional insight regarding L* implementation and enhance the submittal. Therefore, based on the refueling outage schedule, submittal of the additional information for

'L* implementation is targeted for no later than August 1, 1990.
