Perry Atmic Safety and Licensing Board Conditions Related to Offsite Emergency Preparedness on October 15, 1985, the Federal Emergency Management Agency (FENA) responded to your request of September 25, 1995, for a status report on two remaining offsite emergency preparedness licensing conditions for the Perry Nuclear Power Plant (NPP). Rese conditions were identified in the Perry Atmic Safety and Licensing Board's (ASIB) Concluding Partial Initial Decision issued on September 3, 1985. he conditions arose frm the following two contentions:

s(l) there are no letters of agreement regarding the availability of school buses (Contention 0); and, (2) reception centers do not have the means or facilities for handling contaminated property (Contention U).

FEMA's October 15, status report provided you with the information available at that time frm the Ohio Disaster Services Agency (ODSA). Were it was noted that certain matters had not been totally resolved, we provided you with the State's anticipated empletion date for each of the unresolved conditions.

We State of Ohio recently provided FEMA with all sigr.ed letters of agreement (copies attached) frcrn the ten (10) school districts identified in the Ashtabula County Radiological Emergency Response Plan, the eight (8) educational institutions in Geauga County, ard the ten (10) school districts participating in Iake County. ODSA has also provided FEMA with written confirination (copy attached) that 1) as of November 20, 1985, fire departments responsible for the operation of care center nonitoring/ decontamination stations have ccripleted their radiological nonitoring course (16 Hours) and decontamination procedures instruction (4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />), 2) as of November 22, 1985, personnel and equipment decontamination kits have been delivered to those same fire departments, and 3) all care center nonitorirrg/ decontamination stations are equipped and capable of successful operations.

In reply to your letter of December 16, 1985, to Mr. Lockhart concerning the ASLB issues, I am including the documents necessary to show completion of contentions Q and U. Attached you will find lettersof agreement from the ten (10) school districts identified in the Ashtabula County Radiological Emergency Response (RER) Plan, eight (8) educational institutions in Geauga County and the ten (10) school districts participating in Lake County.

I have also included a letter from each of the three counties, as well as a meraorandum from John Wills, Ohio Disaster Services Agency's Lake County Resident Radiological Analyst, certifying completion of the training and equipment distribution for the 27 care centers.

We agree with the SOP as it is written, and accept the responsibilities assigned therein.

l We are prepared to turn over Chardon High School and Chardon Middle School within f the Charden School District to the county for sheltering students from the Perry Schect District.

We are also ready to provide up to seven school buses to help transport people from Thompson Township and from the Auburn Career Center in the event that these two

. places are evacuated. These buses would be available under the provisionsof State j Board of Education Rule 3301-83-12(C), which addresses the use of public-owned 6 school buses in the event of any civil (community) emergency. Any drivers of buses j used to evacuate people from Thompsan Township or the Auburn Career Center would do so on a voluntary basis.

Notre Dame Academy, located on the premises of Notre Dame Educational Center understands that the Ceauga Disaster Services Agency may request assistance from Notre Dame Academy School in amergency situations. Notre Dame Academy intends to serve the cot =: unity in times of emergency and will offer support to the best of its ability I

to appropriate emergency response agencies, including the Ceauga County Disaster Services Agency.

  • In response to incidents that may occur at the Perry Nuclear Power Plant the Notre Dame Academy intends to respond as specified in its plan as mutually developed with the Ceauga County Disaster Services Agency.

Such.a response includes buildings for use as student relocation centers. and buildings for use as temporary shelters for the public.
