10 CFR 50 E.IV.F.1 This memorandum addresses the participation of certain ingestion exposure pathway emergency planning zone (EPZ) only States in qualifying exercises that were used by the NRC in making licensing decisions for operating reactors.
10 CFR 50 E.IV.F.1 requires a full participation exercise be conducted to test as much of the licensee, State and local emergency plans as is reasonably achievable without mandatory public participation for each l
site at which a power reactor is located for which the first full power l
operating license for that site has been issued since November 3, 1980.
This exercise is to be conducted within 2 years before the issuance of the first operating license for full power and prior to operation above 5% of rated power of the first reactor, and shall include participation by each State and local government within the plume exposure pathway EPZ l
and each State within the ingestion exposure pathway EPZ.
This requirement is in addition to the requirement of 10 CFR 50 E.IV.F.3.(e)

l that each State within any ingestion exposure pathway EPZ exercise its

plans and preparedness related to ingestion exposure pathway nrasures at J
1 east once every 5 years (extended to six y6ars by GM-PR-1, dated 10/15/86).
l We have determined that as of March 31, 1987, there are 7 sites apparently in non-compliance with 10 CFR 50 E.IV.F.1.
At each site, the first unit was licensed af ter November 3,1980; however, there was no participation by l
the States located within the ingestion EPZ as required. These 7 sites l
are: McGuire, WIP-2, Byron, Fenni, Limerick, River Bend, and Perry.
In l
each case, the State (s) in the ingestion EPZ only did not participate in the qualifying full participation exercise for the granting of the first full power operating license for that site or any subsequent exercise at any of the seven sites involved. However, all of the ingestion only States l
involved, with the exception of Mississippi, have subsequently participated in an ingestion pathway EPZ exercise for one or more other sites.
Mississippi is scheduled to participate in the Grand Gulf ingestion pathway EPZ exercise ii: November 1987. A matrix with further information on these 7 sites is attached.
