S. Nuclear Regulatory Connission (NRC). Bis was a joint, full participation exercise for the Ashtabula, GeaJga, and Lake Counties in Ohio. h is was a partial participation exercise for the State of Ohio. We three ccunties are impacted by Perry's plume exposure 10-mile Emergency Planning Zone (EPZ). We report, dated July 14, 1986, was prepared by the Federal Bnergency Management Agency (FEMA) Region V.

In the April 15, 1986, exercise there were no deficiencies observed, but there was an inadequacy observed as requiring a corrective action. The inadequacy was concerned with sampling locations of the State monitoring tean and related radio connunications. The State of Ohio has received a copy of the exercise report and responded to FEMA Region V with the attached schedule for corrective action. We Region has reviewed this schedule and finds it adequate. Additional verification of the corrective action will be confirmed by FEMA Region V during the next Perry full participation exercise.

i Enclosed is the State of Ohio's response to the deficiency identified in the July 14,1986, draft report for the Perry Nuclear Power Plant exercise conducted on April 15, 1986.

As noted in the enclosed proposed corrective action statement, the deficiency (changes needed in certain monitoring point locations), has been corrected procedurally and will be reflected in the next annual update to the State and Lake, Ashtabula and Ceauga Counties Plans.
