Dear Mr. Stello:

We Federal Dnergency mnagenent Agency (FEMA) has cunpleted an analysis of the prompt alert and notification system for the Perry Nuclear Power Plant located in the Village of North Perry, Ohio. This review has been coupleted pursuant to FEMA Rule 44 CFR 350; selected evaluative criteria and Appendix 3 in NUREU-0654/ FEMA-REP-1, Revision 1; and FEMA-REP-10, the " Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants". The enclosed report entitled " Perry Nuclear Power Plant Site-Specific Offsite Radiological Emergency Preparedness Alert and Notification System ')uality Assurance Verification" sunmarizes the engineering design review, incorporates the results of the tele-phone survey of the public conducted inmediately followirg activation of the alert and notification systen on March 13, 1986, ard confirms the aiequacy of the applicable evaluative criteria fran NUREG-0654/ FEMA-REP-1, Revision 1, and FEMA-REP-10.

Based on the ergineering design review arri the results of the telephone survey, FEMA has detennined that the alert and notification system installed around the Perry Nuclear Power Plant satisfles the requirenents of NUREU-0654/ FEMA-REP-1, Revision 1, and FENA-REP-10. herefore, there is reasonable assurance that the systen is alequate to pronptly alert and notify the public in the event of a ra-diological emergency at the site. A review of the offsite radiological emergency preparedness plans for the Perry Nuclear Power Plant will be conpleted by FENA at a later date. Since the alert and notification systen has only been fully oper-ational for six nonths, FEMA will continue to closely monitor the systen testing results until a full 12 months of operability data is available. Based on the six rronths of data row available, however, the systen has exceeded the operability standard. Should the operability fall below the standard during the the remaining six nonths monitority period, we will notify you immediately.
