Perry Exercise Exemption This is in response to your memorandum of November 3,1986, forwarding the Cleveland Electric Illuminating Canpany request for an exemption fraa the Nuclear Regulatory Commission's requirenent for a full-participation exercise within one year before the issuance of the first full-nower operating license.
Grantirrj such a request would not alter the Federal Emergency Management hjeacy's finding that there is reasonable assurance that adequate protective measures can be taken in the event of a raiiological energency at the Perry Nuclear Power Plant.
