Perry Atomic Safety and Licensing Board Conditions Related to Offsite Emergency Preparedness l
i Attached is a status report on the.two renainirn offsite energency preparedness licensity conditions for the Perry haclear Power Plant (NPP). 'Ihese conditions were identified in the Perry Atomic Safety and Licensing Board's (ASIB) Concluding Partial Initial Decision issued on Septanber 3,1985.
On Septanber 25, 1985, your office requested the Federal Emergency ManxJement Agency (FENA) to provide the Nuclear Regulatory Comnission (NRC), by October 15, 1985, with a status report on two licensing con-ditions related to offsite preparedness. 'Ihe conditions arose from the following two contentions:
(1) 'Ihere are no letters of agreement regardirn the availability of school buses (Contention 0); and, (2) reception centers 'do not have the means or facilities for handling contaminated property (Contention U).
FEMA Region V staff contacted the Ohio Disaster Services Agency (ODSA) to determine the current status. 'Ihe information provided by ODSA is con-tained in the attached nemorancknn with attachments fran FEMA Region V.
Following the Region's submittal of the status report to FEMA Headquarters, ODSA provided the enclosed follow-up written confirmation, dated October 11, 1985. While the conditions have not been totally resolved, the State has informed FEMA that (1) copies of the letters of agreenent will be provided to FEMA Pagion V by Novenber 27, 1985; (2) all personnel performing emergency response d.ities in the care centers will be trained by November 20, 1985; and, (3) equipment and personnel decontamination kits are being assenbled and will be in the care centers by November 15, 1985.
FEMA Region V will monitor the progress of these scheduled actions and notify FEMA Headquarters when these actions have been coupleted.

ODSA indicated to FEMA Region V staff recently that each cara center (including decontamination functions in these areas) will be st!affed with a i

least three (3) personnel which have received trainirig in the proceduras for l
f the decontamination of personnel and equipment. ODSA reports that all the personriel parforming emergency responsa duties in the cara centers have been or will have been trained by' November 20, 1985. Attachment 1 is a projection of this. training schedule.

Each care center will be provided with a kit containing tha necessary supplies to affectively decontaminate personnel and another kit with the itema necessary to decontaminate equipment. The stata has indicated that these kits are being assembled and that each care center will receive these kits by November 15, 1985. saa attachment 2 squipment and Personnel 4

FEMA Region V will continue to monitor the progress of these actions to resolve these concerns and will advisa FEMA Headquarters when the actions taken have been completed.
