As a result of concerns about the nuclear energy situation, the City Council, last night, passed Resolution No. 48-79 captioned as follows:

_ RESOLUTION URGING A MCRATORIUM ON CONSTRUCTION OF NUCLEAR POWERED ELECTRIC GENERATION FACILITIES.

A copy of this resolution is enclosed. We are hoping that you would do every-thing possible to protect the safety, health and welfare of our citizens in case of an unfortunate nuclear plant mishap in our area. Our concerns strictly relate to the safety issue in terms of energy generation a such plants. The se issues are:

1. Containment of the building to prevent radiation leakage.

2 Redesigning of the cooling system to prevent core melt-down.

3. Rigorous operators' training to react to a faulty data situation quickly.
4. Possible mechanisms for evacuation of our citizens in the vicinity of the ten-mile radiation envelope zone of the Perry Nuclear Plant. - This , as I understand, is the responsibility of the State and Local Governments.
5. Safest disposal of nuclear waste.

Thank you for your leadership in this effort. Please let us know if we can be of any service to you in this regard.

RESOLUTION NO. 48-79 RESOLUTION URGING A MORATORIUM ON CONSTRUCTION OF NUCLEAR POWERED ELECTRIC GENERATION FACILITIES WHEREAS, a Nuclear Power Electric Generation Facility is and has been under construction in North Perry, Ohio; and WHEREAS, a recent accident at a Nuclear Powered Facility at Three Mile Island in Middletown, Pennsylvania has tended to erode the Public's confidence in the use of nuclear energy in this regard; has raised questions as to the evolution of proper safeguards nec-essary to ensure the safety of the general public; and has further amplified the problems associated with the storage of nuclear waste.

NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PAINESVILLE, LAKE COUNTY, OHIO:

SECTION I. That this Council strongly urges a moratorium on the construction of Nuclear Powered Electric Generation Facilities until such tire as a complete investigation is made of the Three Mile Island incident, the full story is known, and proper safety procedures are instituted to ensure maximum public protection.

SECTION II. That copies of this resolution shall be sent to the proper Federal Agencies which are involved in regulating such nuclear facilities.

SECTION III. That this resolution shall become effective 1086 2i2
