This refers to the inspection conducted by Mr. J. W. Bates of this office on August 30 - September 1, 1978, of activities authorized by NRC License No. SNM-1107 at Nuclear Fuel' Division and to the discussion of our findings' held with Mr. M. D'Amore at the conclusion of the inspection.

The area examined duringLthis inspection was your program for saie-guarding special nuclear material under the applicable provisions of I Title 10,. Code of Federal Regulations, Part 70, "Special Nuclear -

Material,"'and specific requirements of the above' license. Within this area, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspectors.

We have examined actions you have taken with regard to previously identified enforcement matters. These are discussed in the enclosed inspection report.

During the inspection, it was found that certain activities under your license appear to be in noncompliance with NRC requirements. These items and references-to pertinent requirements are listed in the Notice of Violation enclosed herewith as Appendix A. This notice is sent to j you pursuant to the provisions.of Section 2.201 of the NRC's " Rules of l Practice," Part 2,
