Dear Mr. Allen:

This refers to the Nuclear Criticality Safety (NCS) inspection conducted by the Nuclear Regulatory Commission (NRC) from August 10 - 13,1998 at the Westinghouse Columbia Fuel Facility in Columbia, South Carolina. The purpose of this inspection was to review the recent vaporizer loss of water level control event, review the progress of criticality safety program upgrades and close out unresolved items from the previous inspection. The enclosed report presents the results of that inspection. The findings were discussed with members of your staff at the conclusion of the inspection.

Areas examined during this inspection are identified in the report. Within the scope of the inspection, seven open items from previous inspections were closed, adequate progress was I

i wted in implementing improvements to your criticality safety program, and actions to date in response to the vaporizer loss of water level control event were determined to be adequate.
