PUBLIC DISCLOSURE DETERMINATION (TAC NOS. L31097 AND L31104)

Dear Mr. Sepp:

This is in response to your letter dated August 14,1998, with an attached affidavit dated August 14,1998, requesting that information concerning nuclear fuel manufacturing process l descriptions and the corresponding nuclear safety analyses conducted for the Westinghouse l Electric Company (WEC) - Columbia, South Carolina, plant be withheld from public disclosure pursuant to 10 CFR 2.790(b)(4).

Your affidavit stated that the submitted information should be considered exempt from mandatory public disclosure for the reasons set forth in paragraph 4. However, not all of the six reasons apply to this document. According to Westinghouse policy and NRC regulations (10 CFR 2.790(6)(1)(ii)) this document must be marked with the appropriate reasons why Westinghouse considers the document proprietary.

Therefore, pursuant to 10 CFR 2.790(c) you have 30 days from the date of this letter to submit a properly marked document.
