Dear Mr. McCoy:

• By letter dated May 15, 1996, Georgia Power Company (GPC), submitted proposed Amendment 31 to the Physical Security and Contingency Plan for the Vogtle -

Electric Generating Plant, Units 1 and 2. In response to a request for

! additional information by the staff, GPC, by letter dated November 25, 1996.

j withdrew the May 15, 1996, proposal and submitted Revision 1 to Amendment 31 i for staff review. That review, which included an onsite tour of appropriate j facilities and interviews with licensee personnel, is complete and the staff has determined that the proposal should not be approved.

Details of the review are enclosed with this letter. The enclosure contains i information that has been determined to be exempt from public disclosure in accordance with 10 CFR 73.21 (Safeguards Information). Therefore, it will not i i be placed in the NRC Public Document Room (PDR) and will receive limited i distribution. This letter, without its enclosure, will be placed in the PDR l in accordance with 10 CFR 2.790(a).
