2 Ladies and Gentlemen:

By letter LCV-0811, dated May 15,1996, Georgia Power Company (GPC) submitted i Amendment 31 to the Vogtle Electric Generating Plant (VEGP) Unit I and Unit 2

! Physical Security and Contingency Plan. Because of additional information requested by l NRR Safeguards Branch, GPC resubmits this change in accordance with 10 CFR 50.90 and 10 CFR 50.4 as Revision 1 to Amendment 31 along with its associated significant

[ hazards evaluation. This revision supersedes all previous correspondence and enclosures

regarding Amendment 31. By copy of this letter two copies of the proposed Amendment 31- Revision 1 Security Plan changes are also being provided to the NRC Region II office.

l l This Security Plan amendment proposes to change the tactical response deployment strategy utilized during certain security emergencies.

Enclosure 1 provides a significant hazards evaluation for this change and does not contain i safeguards information. Enclosure 2 contains thejustification for the changes and Enclosure 3 contains the actual proposed changes to the Security Plan. The information .

contained in enclosures 2 and 3 is safeguards information and should be withheld from 1

public disclosure in accordance with 10 CFR 73.21. t i
