Subj: Training of Region IV Inspectors

Dear Mr. Martin:

As requested in your letter of February 27, 1985, Kansas Gas and Electric Company (KG&E) is developing an abbreviated training course for the Region IV inspectors you identify as having successfully completed NRC training. However, in order for us to complete the development and implementation of this course, we need clarification concerning the scope of training that can be eliminated from our current 4-hour abbreviated Radiation Worker Training and 2-hour abbreviated General Employee Train-ing (GET) .

KG&E training program allows credit for training given by another organ-ization provided we are able to review the course content and assure that their course, in conjunction with KG&E's abbreviated course, meets our training requirements. In a telephone discussion between Mr. Blaine Murray of your staff and members of my staff, it was identified that it may be appropriate for a utility to review or audit the NRC's training program.

Since KG&E must somehow provide assurance that an abbreviated course covers required material, it was agreed that we would transmit our current ab-breviated courses and have the NRC identify which portions of the course are adequately covered in the NRC's training. Therefore, we are requesting that you review the attached training programs and identify those areas that are adequately covered in your training. We can then eliminate these areas and shorten the course for your inspectors.

KG&E will implement the abbreviated course for the Region IV inspectors within one week of receipt of information from you concerning the areas that can be eliminated from our current courses. KG&E's training commit-ments specify that testing be conducted at the completion of training to

Mr. Robert D. Martin KMLNRC 85-082 April 11,'1985 document the knowledge level attained by each trainee. Even KG&E's abbreviated courses require such testing. Consequently, all NRC employees desiring unrestricted access must be tested. The tests are INPO type examinations covering both ' federal and site specific subjects.

If anyone should fail these examinations (< 80%) , they will be required to attend and successfully complete the full GET and/or Radiation Worker training courses at Wolf Creek.
