In the Reference (a) letter, pursuant to 10 CFR 50.90, Comed proposed to amend Appendix A, Technical Specification to Facility Operating Licenses DPR-19, DPR-25, DPR-29 and DPR-30. The proposed amendment reflected Comed % efforts to upgrade existing Technical Specification 3/4.5, " Emergency Core Cooling Systems." Reference (a) was supplemented in Reference (b). The NRC staff approved Comed's amendment request by the issuance of the Reference (c) Safety Evaluation Report (SER).

The purpose of this letter is to document Quad Cities' partial implementation of a revised frequency for Surveillance Requirements (SR) related to the Automatic Pressure Relief Subsystems. Current Technical Specification (CTS) 4.5.D.1 requires the manual opening of the relief valves on a six-month surveillance interval. The revised requirements proposed in References (a) and (b) and approved by the NRC staff (TSUP SR 4.5.A.4.b) in Reference (c), change the frequency of this surveillance to an eighteen-month surveillance interval. As such, Quad Cities will implement the new surveillance frequency prior to February 16,1996.

In order to appropriately control the implementation of the revised surveillance frequency, the revised pages (in the current format) provided herein will serve as the controlling documentation. Comed will implement the remainder of Amendments 168 and 164 during the full implementation of the Technical Specification Upgrade Program.

Attachment A to this letter provides marked-up Technical Specification pages for Quad Cities which incorporate the proposed change. Attachment B to this letter provides retyped Technical Specification pages for Quad Cities Station.
