Dear Mr. Denton:

'"his letter contains a proposed amendment to the Technical Specifications for Facility Operating License No. NPF-24 far Catawba Unit 1. The attach-ment contains the proposed change and a discussion of the justification and safety analysis. The analysis are included pursuant to 10 CFR 50.91 and it has been concluded that the proposed amendment does not involve significant hazards considerations.

This amendment is considered to involve exigent circumstances in that the proposed amendment will be needed to allow the unit to proceed into Mode 3, which is currently scheduled to occur August 28, 1984. The current Technical Specification Surveillance Requirements for the Auxiliary Feedwater Pumps can not be met. The current requirements were taken from the manufacturer's design requirements, however, the proposed requirements are the requirements assumed in the accident analysis and therefore should be those addressed in the Technical Specifications.

By letters dated June 20, and June 28, 1984 Apnlicants requested a partial exemption from GDC 17 in order to permit the diesel generators for Unit 1 to be inoperabic until initial criticality. It is considered that the information regarding exigent circumstances supporting that request also encompass the situation presented in this application.

Pursuant to 10 CFR 50.91 (b)(1) the appropriate South Carolina State Of ficial is being provided a copy of this amendment request.
