Dear Dr. Morris:

As pointed out by the Division of Compliance, FoM ted June 9,1971, Carolina Power & Light Company failed to report the failure of the liquid radioactive waste evaporator installed in H. B. Robinson Unit No. 2 to meet performance specificctions. In accordance with Para-graph 6.6.3, Technical Specifications, License DPR-23, it is reported that the performance of the liquid waste evaporator continues to be un-satisfactory. #

I The performance of this equipment has been of continuing con-cern to Carolina Power & Light Company. Westinghcuse Electric Corporation is well aware of our concern and assures us that the resolution of this problem is receiving priority attention.

At present Westinghouse is making performance tests on the Ginna Plant of Rochester Gas & Electric Company, after having made modifications i to the waste evaporator. The success of these modifications will determine I if the same modifications will be made at Robinson. Additionally, the in-sta11ation of polishing demineralizers downstream of the evaporator is being planned. It is hoped that these modifications will enable the liquid waste system to meet all performance objectives.

In the interim, Carolina Power & Light Company has contracted with an AEC licensed firm to transport low level radioactive liquid waste off site for disposal. An effort is being made to minimize liquid waste discharge and to keep these discharges to a fraction of the Technical Specification limits.
