Dear Mr. Spessard:

l Enclosed is a copy of the final exercise report for the November 30, 1993, full participation plume exposure and partial 4

ingestion pathway exercise of the offsite radiological emergency response plans site-specific to the H. B. Robinson Nuclear Station.

The State of South Carolina and the Counties of Chesterfield, Darlington, Florence, and Lee participated in the exercise.

This report was prepared by the Federal Emergency Management Agency's Region IV staff and copies will be provided to the State of South Carolina.

There were no Deficiencies identified during this exercise.

There were, however, four Areas Requiring Corrective Action identified.

The FEMA Region IV staff will monitor the status of corrective actions.

Based on the results of the November 30, 1993, exercise, the offsite radiological emergency response plans and preparedness for the State of South Carolina and the affected jurisdictions, site-specific to the H. B. Robinson Nuclear Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and prepared-ness for the State of South Carolina site-specific to the H. B.

Robinson Nuclear Station, granted on December 29, 1981, will remain in effect.

Should you have any questions, please contact Dr. Anne Marie T.

SuPrise, Chief, State and Local Regulatory Evaluation and Assess-ment Branch, at (202) 646-4065.

Sincerely, o.k i
