BRUNSWICK STEAM ELECTRIC PLANT, UNIT NOS.1 AND 2 l DOCKET NOS. 50-325 & 50-324/ LICENSE NOS. DPR 71 & DPR-62 REVISION 5 TO DESIGN GUIDE 11.20 (NRC TAC NO. M83090) l Gentlemen:

The purpose of this letter is to provide the NRC staff a copy of Carolina Power & Light Company's (CP&L) Design Guide (DG)-II.20, Revision 5, Design Guide for Civil / Structural Operability Reviews, and to clarify CP&L's commitment with regards to the schedule for correction of remaining Short-Term Structural Integrity (STSI) items.

The NRC staff issued a Safety Evaluation (SE) on STSI Criteria for the Brunswick Steam Electric Plant on April 23,1993. In that SE, the NRC staff noted that changes to Revision 4 of DG-II.20 l were necessary regarding transient loadings and tested material properties. Attached is a copy of Revision 5 of DG-il.20, with the requested changes incorporated.

The NRC staff also stated in the letter transmitting the April 23,1993 SE that CP&L " committed to correct the remaining STSI items by the end of the next refueling outage for Unit 2 and by the end of the present outage for Unit 1." CP&L agrees that, in accordance with NRC Generic Letter 91-18 and NRC IE Bulletin 79-14, outstanding STSIitems should be corrected by the end of the next refueling outage for a unit. The Company's intent is to correct remaining STSI items listed as

" common" items concurrent with correction of the Unit 2 STSI items during the next Unit 2 refueling outage. Outstanding Unit 1 STSI items will be corrected during the current Unit 1 refueling outage.

Three exceptions to the above completion schedule have been previously discussed with the NRC staff and are documented in a CP&L letter dated July 16,1992 (NLS-92-136). The exceptions include:

  • Completion of the replacement of the ten service water pumps and dispositioning of associated STSIitems on each pump by the end of November,1994.
  • Completion of the replacement of the Emergency Diesel Generator Jacket Water Cooling pipe and dispositioning of associated STSI items in the Fall,1995.
  • Completion of the replacement of the Emergency Diesel Generator Fuel Oilline and dispositioning of associated STSI items by the end of 1995.

The service water pump seismic upgrade (Project 01538A) and emergency diesel generator jacket water cooling pipe replacement (Project G0050J) project schedules are also identified in the Brunswick Three-Year Plan, submitted to the NRC by letter dated December 15,1992.

continue to complete these repairs expeditiously and in accordance with DG-il.20. The Company  ;

also recognizes the need to ensure communications between CP&L and the NRC are complete, ,

accurate, and free of misunderstanding. CP&L thereby submits this letter to repeat previously communicated exceptions to the STSI outage replacement schedule and to ensure no misunderstanding exists between CP&L and the NRC staff with respect to the correction of

  • remaining STSI items at the Brunswick Plant.
