In accordance with 10 CFR 50.54(p)(2) and 50.4(b)(4), attached are the original and three copies f of Revision 0 to the " Physical Security and Safeguards Contingency Plan"(PSSCP) which l

contains the "H. B. Robinson Steam Electric Plant Industrial Security Plan," and the "H. B.

Robinson Steam Electric Plant Safeguards Contingency Plan," for the H. B Robinson Steam Electric Plant (HBRSEP), Unit No. 2. The revision was effective on July 16,1998.

Attachment I to this letter provides a summary of the changes to Revision 36 of the "H. B. j Robinson _ Steam Electric Plant Industrial Security Plan," and Revision 5 of the "H. B. Robinson Steam Electric Plant Safeguards Contingency Plan," which have now been combined and retitled as the PSSCP. The changes to the PSSCP have been reviewed and determined to not decrease the safeguards effectiveness of the PSSCP in accordance with 10 CFR 50.54(p). Attachment I does not contain Safeguards Information and may be distributed without controls.

Attachment II to this letter provides a complete copy of the PSSCP and has been determined to contain Safeguards Information. Therefore, Attachment II should be protected from unauthorized disclosure in accordance with the provisions of 10 CFR 73.21. When separated from Attachment II, this cover letter and Attachment I is not Safeguards Information and may be distributed without controls.
