B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET NO. 50-261/ LICENSE NO. DPR-23 STATUS OF COMMITMENTS MADE DURING ENFC 2 CEMENT CONFERENCE OF OCTOBER 17.1994 Gentlemen:

This refers to commitments made by Carolina Power & Light Company in an enforcement conference conducted in the NRC Region 11 office on October 17, 1994. In the conference, we committed to corrective actions relative to apparent violations regarding failure to maintain pressurizer cool down rate within the Technical Specifications (TS) limits and failure to establish containment integrity in accordance with TS. These issues were described in Licensee Event Reports 50-261/94-019 and 50-261/94-020, and NRC Inspection Report No. 50-261/94-23.

During the enforcement confew .i certain specific corrective actions relating to the Containment Isolation Generic issue Document (GID) were committed to be completed by December 9,1994. Among these actions was a commitment to perform a review of the GID und to revise plant procedures as appropriate. During this review, concerns were identified with regard to the GID not being consistent with the licensing bases of the plant. As a result, we have decided to withdraw the GID from use, and will reconstitute the GID to assure consistency with the plant's licensing bases. Accordingly, our committed corrective actions are currently being revised.

On November 28,1994, the NRC issued a " Notice of Violation and Proposed Imposition of Civil Penalty - $10r W (NRC Inspection Report No. 50-261/94-23)." A revised scope and related schedule for perfonning the corrective actions associated with the containment isolation issues will be included in the response to the Notice.
