Dear Sir:
The NRC, by letter dated September 13, 1985, has asked the H. B. Robinson Steam Electric Plant, Unit No. 2 (HBR2), to submit Environmental Technical Specifications. In response, by letter dated October 18, 1985, Carolina Power R Light Company (CPttt:L) roposed a resolution for HBR2 similar to the resolution for Brunswick Steam Electric lant (BSEP). With the issuance of an operating license for the Shearon Harris Nuclear Power Plant (SHNPP) expected in the near future, the subject of Environmental Technical Specifications is also relevant for that plant. It is CPdcL's position that the NPDES Permit provides the benchmark for determining significant environmental issues. The NPDES Permit is issued after a thorough review of applicable state and federal environmental regulations. The implication is that operating in accordance with the NPDES Permit would not result in a significant adverse impact to the environment.
Accordingly, CPRL contends that the NRC can adequately fulfillits obligations under NEPA bykelng kept informed of those activities covered by the NPDES Permit.
Therefore, providing the NRC with copies of the NPDES Permit and any authorized changes thereto, as well as copies of reports filed in accordance with the NPDES Permit, provides the NRC with adequate notification of significant environmental events.
This approach was approved for our Brunswick Plant by NRC letter dated March 1 1, 1983 (D. B. Vassallo to E. E. Utley). In the interest of consistency and the avoidance of duplication of effort in maintaining two programs with no added benefit, we request approval of this approach for HBR2 and SHNPP.
