Dear Mr. Keppler:

On May 9,1980, Mr. T. D. Geib of Public Service Company of Indiana, Inc.

(PSI) notified your office of a potentially reportable item as required by 10 CFR 50.55(e). This same item was reported by Westinghouse (letter to Mr. V. Stello of NRC, dated May 8, 1980 ref, no. NS-TMA-2245) under 10 CFR 21. Westinghouse had identified a potential problem in the operation of centrifugal charging pumps (CCPS) at their minimum allowable flow rate when the reactor coolant system reaches a value just below the pressurizer safety valve setpoint pressure, but above the pump shutoff head, during a secondary system high energy line rupture. This situation would have led to a deadhead condition (zero delivered flow) and the potential failure of the CCPS.

PSI has a Westinghouse proposal to provide modifications to the charging pump minimum flow recirculation system. This proposal is based upon the modifications made at Byron Station, the plant which Marble Hill is replicat-ing. Upon PSI's completed evaluation and formalized design changes, PSI will inform you of the changes.

This letter is intended to fulfill the requirements of an interim report as defined in 10 CFR 50.55(e). A further report will be filed on or before February 24, 1984. If you have any questions regarding this matter, please contact me at your convenience.
