Dear Mr. Keppler:

On February 11, 1983, Mr. L. G. Yeager of Public Service Company of Indiana, Inc. (PSI) notified your office of a potentially reportable item as required by 10 CFR 50.55(e). A PSI audit of the site electrical contractor, Commonwealth-Lord Joint Venture (CLJV), resulted in a number of findings which indicate that CLJV has not adequately implemented their quality assurance program. It is conceivable that nonconforming conditions could exist and had they gone uncorrected, could have adversely affected the safe operations of the plant.

CLJV has addressed the findings of the subject audit. PSI has reviewed and accepted CLJV's disposition of the findings and corrective action has been initiated. Field inspections and documentation reviews are continuing.

During investigation into CLJV's implementation of their quality assurance program, nonconformance reports were written against CLJV to address concerns not covered in the previously mentioned audit. These concerns have been added to the original scope of this item. Again, field inspections and documentation reviews are continuing in order to address these concerns. Upon satisfactory disposition of these items, PSI will write a final report.

This letter is intended to fulfill the requirements of an interim report as required by 10 CFR 50.55(e). A further report will be filed on or before November 11, 1983. If you have any questions on this matter, please contact me at your convenience.
