Dear Mr. Keppler:

On May 25, 1982, Mr. S. J. Brewer of Public Service Company of Indiana, Inc. (PSI) notified your office of a potentially reportable item as required by 10 CFR 50.55(e). During an audit at Brown-Boveri Electric, Inc. _ (BBC) f acilities PSI quality assurance personnel discovered that welding techniques not covered by BBC's quality assurance program were being used in the fabrication of safety-related switchgear. Such activ-ities are special processes and should have been controlled by procedure as required by 10 CFR 50, Appendix B, Criterion IX. With these deficiencies it is possible that installed equipment could differ from that used for IEEE 323/344 qualification.

BBC has rewritten part of their Quality Assurance Manual to address special processes and bring such activities into compliance with 10 CFR 50, Appendix B. BBC has revised its procedures to include controls on welding activities. Equipment affected by the aforementioned activities has been identified on nonconformance reports. Further inspections have revealed that certain structural welds on some of this equipment are not specified as to type, configuration, and location on the fabrication drawings. Some of the equipment in question has been rejected by PSI. Work by PSI and BBC is continuing in an effort to close out the remaining nonconformance reports.

This letter is intended to fulfill the requirements of an interim report as required by 10 CFR 50.55(e). A further report on this item will be filed on or before October 21, 1983.
