Dear Sir:

On March 17, 1983, your office was informed that an open valve was discovered on the emergency hatch leak rate test pressurization line, thus constituting a lack of containment integrity. This concerns an operation subject to a limiting condition for operation which was less conservative than the least conservative aspect of the limiting condition for operation established in the Technical Specifications. Reportable Occurrence Report R0-287/83-04 pro-viding details of this incident was to have been submitted to you by March 31, 1983, pursuant to Technical Specification 6.6.2.1.a(2). However, due to the nature of this incident, the investigation of this incident and the preparation of a report are incomplete at this time. It is expected that the investigation and report will be completed, reviewed, and submitted to you no later than April 14, 1983.
