Dear Mr. O'Reilly:

On November 14, 1983, you were sent a Special 5-Day Report concerning the loss of power on both standby buses with both Ke6 wee units out of service. This report is submitted pursuant to Oconee Nuclear Station Technical Specification 3.7.9 and de-scribes an incident which is considered to be of no significance with respect to its effect on the health and safety of the public. A supplement to this report pro-viding addition information concerning the corrective acticas associated with this report was to have been submitted to you by November 18, 1983. However, the investi-gation of this incident is incomplete at this time. It is expected that the neces-sary information will be submitted to you by December 2,1983.
