Dear Mr. O'Reilly:

On December 13, 1982 your office was informed of a primary to accondary leak in the 3B steam generator. This constitutes abnormal degradation discovered in the reactor coolant pressure boundary. Reportable Occurrence Report R0-287/82-14 providing details of this incident was to have been submitted to you by December 24, 1982, pursuant to Technical Specification 6.6.2.1.a(3).

Ilowever, the investigation of this incident and the preparation of a report are incouplete at this time. It is expected that the investigation and report will be completed, reviewed, and submitted to you no later than January 7, 1983.
