This concerns an operation subject to a limiting condition for operation which was less conservative than the least conservative aspect of the limiting condition for operation established

Reportable Occurrence Report R0-269/83-10 providing details of this incident was to have been submitted to you by April 1, 1983, pursuant to Technical Specification 6.6.2.1.a(2). However, the investiga-tion of this incident and the preparation of a report are incomplete at this time. It is expected that the investigation and report will be completed, reviewed, and submitted to you no later than April 15, 1983.
