Dear Mr. O'Reilly:
On March 11, 1983 your office was notified of a reportable occurrence involving thirteen lead blankets that were found hanging on the Unit 3 letdown line which was thought to have made the letdown line seismically inoperable. Reportable Occurrence Report R0-287/83-04 providing details of this incident was to have been submitted to you by March 25, 1983. A review and evaluation has been performed by our Design Engineering Department's Safety Review, Analysis and Licensing Division. The results of this seismic analysis show that the letdown line was seismically operable with the lead blankets attached. Pipe stresses, support restraint loads and equipment nozzle loads all remained within allowable limits. Hence, it is considered that this occurrence is without safety signifi-cance and is not reportable.
