Dear Mr. De1 George:

SUBJECT: INSPECTION OF QUAD CITIES PADIATION PROTECTION, GASE0US RADI0 ACTIVE

WASTE, AND SOLID RADI0 ACTIVE WASTE AND TRANSPORTATION PROGRAMS

This refers to the _ routine safety inspection conducted by Messrs. R. A. Paul

and N. Shah of this office on July 19 through 27, 1993. The inspection

included a review of authorized activities for your Quad Cities Nuclear Power

Station, Units I and 2. At the conclusion of the inspection, the findings ,

were discussed with those members of your staff identified in the enclosed

report.  ;

Areas examined during the inspection are identified in the report. Within '

these areas, the inspection consisted of a selective examination of procedures

and representative records, interviews with personnel, and observation of >

activities in progress. During this inspection, continuing problems with

control of contaminated material were identified. Although station management

is aware of these problems and has taken corrective actions, we believe more  ;

management attention is needed. >

'

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements, as specified in the enclosed Notice of j

Violation (Notice) concerning the testing of your standby gas treatment system '

to determine iodide remoml efficiency. Although 10 CFR 2.201 requires you to

submit to this office, within 20 days of your receipt of this Notice, a '

written statement of explanation, we note that this violation was corrected

and those actions were reviewed during this inspection. Therefore, no  ;

response with respect to this matter is required. .However, although we '

acknowledge that the test performed on the standby gas treatment system was an  !

attempt to adopt the more conservative testing criteria contained in the  !

revised ASTM 3803 standard, we are concerned that management would allow

changes to testing requirements specified in Technical Specifications prior to

obtaining formal approval of the technical specification changes.

'

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
