Dear Mr. Keppler:

The purpose o f this letter is to provide the Final Report on Mechanical Snubbers in Close Proximity to Rigid Restraints. This report fulfills the 30 day reporting requirements o f 10 CFR 50.55(e).

Commonwealth Edison notified your office on February 9, 1982, of a deficiency in design in that approximately 113 snubbers were located in close proximity to rigid restraints and therefore might not lock up.

Commonwealth Edison Company's Project Engineering then determined that movements by the pipe o f 1/16" or less were of such small magnitude that the snubber would not engage. Using this criterio, a survey of all the snubbers at LaSalle was performed to determine which could be removed.

Accordingly, a total o f 182 mechanical snubbers required for Unit 1 operation were identified as being located in such proximity to rigid restraints that greater than 1/16" movement would not be permitted. These were identified on numerous design change documents and have all been replaced at LaSalle with struts. The 182 include both Unit 1 snubbers and Unit 2 snubbers required for Unit 1 operation.

The Unit 2 list has been identified, and will be completed prior to Unit 2 fuel load. Commonwealth Edison considers this report to fulfill the Final Report requirements o f 10 CFR 50.55(e) .
