SOME SAMPLES RECENTLY TESTED FROM ENERGY ABSORBING PIPE REbYRAINTS FABRIC ATED BY HEXCEL/ MCI DURING THE PERIOD 1978-1979 AND WHICH WERE ORIGINALLY SUPPLIED TO COMMONWEALTH EDISON IN ILLINOIS HAVE BEEN FOUND TO HAVE AVERAGE DYNAMIC CRUSH STRENGTH (ADCS) VALUES BELOW THE ACCEPTABLE VALU15 SPECIFIED AT TIME OF MANUFACTURE. THE ACCEPTABLE RANGE FOR THIS TEST AS SPECIFIED BY COMMONWEALTH EDISON WAS 5400-7000 PSI.
THE AVERAGE VALUES FOR SAMPLES WHICH WERE SUPPLIED TO HEXCEL/ MCI INDICA E THAT THEY ARE WITHIN.THE SPECIFICATION RANGE, HOWEVER A FEW SAMPLES WERE BELOW THE LOWER LIMIT.
THE SAFETY HAZARD WHICH MAY BE CREATED BY THE FAILURE OF SOME OF THOSE RESTRAINTS TO MEET THE ADCS VALUES IS UNCERTAIN AT THIS TIME. THE SAFETY HAZARD, IF ANY, WOULD DEPEND ON THE LOCATION, NUMBER OF RESTRAINTS AND THE ACTUAL ADCS VALUES FOR THOSE RESTRAINTS IN POSITION WHEN EVALUATED IN RELATION TO THE ANTICIPATED DESIGN REQUIREMENTS FOR SUCH RESTRAINTS CORRECTED FOR DESIGN SAFETY FACTOR.
- 5) THE DATE OF WHICH THE IMFORMATION OF A POSSIBLE DEFECT OR POSSIBLE FAILURE TO COMPLY WAS OBTAINED:
SAMPLES SUPPLIED WERE TESTED BEGINNING 10-29-84. SOME VALUES DELOW THE ORIGINAL SPECIFICATION LIMIT WERE OBSERVED AS THESE SAMPLES WERE BEING TESTED, HOWEVER, IT WAS NOT UNTIL 10-30-84 THAT PRELIMINARY TESTING WAS f COMPLETED, EVALUATED AND AN ASSESSMENT MADE AS TO THE APPARENT MEANINGFULNESS OF THESE TEST RESULTS. WE THEN VERBAltY REPORTED TO YOUR OFFICE ON 11-1-84 ADVISING YOU Ai THAT TIME THAT WE WOULD BE SUBMITTING A WRITTEN REPORT WITHIN 5 WORKING DAYS THEREAFTER IN ACLORDANCE WITH THE REGULATIONS.

WE ANTICIPATE THAT WE WILL COMPLETE THE TESTING OF l SAMPLES SUPPLIED ON OR ABOUT THE END OF NOVEMBER. WE ANTICIPATE THAT OUR EVALUATION OF OUR RECORDS OF ALL SUCH MATERIALS MANUFACTURED WHICH HAVE BEEN SUPPLIED TO CUSTOMERS SUBJECT TO 10CFR REGULATIONS WILL BE COMPLETED BY THE END OF NOVEMBER.
