Dear Mr. Keppler:

Commonwealth Edison notified your office by reference (a) above of the status of the problems we experienced with ASCO solenoid valves installed in the CRD system at LaSalle Station.

It was indicated in the above referenced conversation that we would notify General Electric and proceed with our internal review.

Our review revealed that initially the ASCO solenoid valves as part of the CRD system had been tested and accepted from G.E.

Subsequently as part of routine preventive maintenance, the valves were updated with new solenoid plunger housings, due to the shelf life of certain components within the valves. It has been revealed by G.E. that some of these housings were defective as supplied from ASCO rendering the solenoid valve inoperable. The defective solenoid valves which were detected during our pre-operational test of the CRD system, hy/e been replaced and successfully tested in the system.

Finally, as corrective action, a survey of our storeroom spare parts is being conducted to ensure operability of any spares.

General Electric has indicated to us based upon their letter reference (b) that they are pursuing with ASCO and ASCO's subcontractor (who supplied the defective part) an evaluation of this discrepancy and is formulating preventive action procedures. G.E.

has also stated that a Service Information Letter (SIL) will be issued advising utilities to inspect the valve parts and recommends some form of test following valve refurbishment and prior to operation.

We therefore conclude based upon our evaluation, corrective action and testing of the ASCO solenoid valves on the CRD system, the plant is operable.

To the best of my knowledge, and belief the statements contained herein are true and correct. In some respects these statements are not based on-my personal knowledge but upon information furnished by other Commonwealth Edison and contractor employees. Such information has been reviewed in accordance with Company practice and I believe it to be reliable.
