Dear Mr. Keppler:

Commonwealth Edison notified your office on December 23, 1982 of a potential reportable deficiency in accordance with 10 CFR50.55(e) concerning rigid strut pins manufactured by Elcen, The purpose of this letter is to provide you with the required 30 day written report on this subject.

Because of a material traceability problem identified at our Dresden and Quad Cities Stations with Elcen rigid struts, Commonwealth Edison initiated a testing program on Elcen strut material. Although ITT Grinnel Corporation furnished the piping supports at our LaSalle Station, Elcen did supply some material as a sub-vendor.

The initial test results indicated a potential problem with Elcen strut pins. On the basis of the initial test results for the Dresden and Quad Cities material, the 10CFR50.55 (e) notification was made for LaSalle County Station, Byron Station, and Braidwood Station.

The results of this initial testing which had identified certain lower yield strength pins have been reviewed. The test results are such that no "LCD" (Load Capacity Data) values are violated. Therefore, if such non-traceable pins had'been used in safety related applications, in our judgement, the design margins would not have been exceeded.

Since the 10CFR50.55(e) notification, Edison has conducted

" Proof Loading of Hanger and Pin" tests. Additional material from Dresden and Quad Cities have been tested in a tensile test machine.

The additional material was tested at 5 times the hanger's design load for approximately 5 minutes. After testing, the hanger load pin was inspected and no deformation of pin material was observed.

The load pin is not considered to be the critical hanger component.

In addition for the Byron and Braidwood projects, a survey of ASME Section III traceable pins was conducted on January 14 through 18, 1983. No pins tested were found to have low yield strength by either Commonwealth Edison or Elcen's testing contractor.

Commonwealth Edison Company considers the technical aspects of this issue closed for all of our stations. The initial materials traceability documentation question at Dresden and Quad Cities Station is continuing to be pursued by Commonwealth Edison Company Quality Assurance Department.
