In reponse to your letter dated July 20, 1981, Gulf States Utilities Company (GSU) will comply with 10CFR50, Appandix E,Section IV.D.3. Physical and administrative means will be established for alerting and providing prompt notification to the public within the 10-mile EPZ of River Bend Station (RBS) in the event of an emergency.

The RBS onsite and offsite emergency plans will contain the detailed information which was requested in your July 20, 1981 letter.

. Surveys of the 10-mile EPZ will be performed to determine the most appropriate system, whether it be sirens, tone alert radios, a combination of systems, or other means of notification. The notification system is presently scheduled to be installed by the last quarter of 1984 or the first quarter of 1985. Since GSU has not completed the RBS onsite and offsite emergency plans, a description or ,

listing of other problems that may hinder implementation are I unforeseen at this time.

1 In light of any future rule changes (i.e. 46FR61132, Proposed Rulemaking to Permit Operation Up to 5% of Rated Power Without Offsite ,

Emergency Preparedness), GSU believes that it would be best to incorporate any hardware changes or improvements into the RBS prompt notification system prior to its installation. This approach will provide the community with the most current state of the art system design which meets the lastest criteria set forth in 10CFR50, Appendix E, Section'IV.D.3. Therefore, CSU believes it would not be prudent to finalize plans at this time.

It is currently anticipated that the detailed information requested on the RBS prompt notification system will be submitted to your office by the first quarter of 1984. If this submittal date should change, GSU will notify your office. GSU will continue to work with the federal, state, and local government agencies to assure that proper interface exists within the RBS onsite and offsite emergency plans.
