Dear Mr. Seidle:

The investigation of the low strength results obta.ined from the reactor building base mat 90-day concrete test cylinders has been

  • conpleted. The attached letter dated October 24, 1978, from J.L.

Turdera, Bechtel's Project Enaineering Manager for SNOPPS, summarizes the studies which were cenducted and the results obtained.

Ife believe these studies adcquately. demonstrate that the in-situ strength of the reactor buildinc base mat concrote is considerably above the 5000 psi design strength and that the apparent low strength of a, portion of the 90-day cylinders was due to testing conditions in measuring their actual strength.

The studies su::r.arized in Mr. Turdera's letter, including the report transmitted to you with my letter of May 25, are on file at the Wolf Creek Site and may be reviewed by NRC personnel during any future on-site inspection.
