c y Docket No. 50-458 Docketed Correspondence; NRC Bulletins River Bend Station - Unit 1 This letter provides Gulf States Utilities Company's (GSU) response to NRC Bulletin 88-10, Supplement 1. GSU has reviewed our earlier responses to this. bulletin dated March 31, 1989 May 12,1989 and June 23, 1989 and has concluded that these responses adequately address the provisions of Bulletin

  • 88-10 as discussed below.

In our May 12, 1989 response GSU stated that, based on doewentation, 28 circuit breakers (CBs) were not initially

-traceable to the original circuit breaker manufacturer. This response stated that all but nine of these CBs had been returned to the manufacturer and recertified through a combination of testing and inspection. The, final response to NRC Bulletin 88-10 dated June 23, 1989, stated that these nine remaining breakers were also determined to be of original manufacture following inspection and testing by General-El etric Company.

In summary, traceability has been sufficiently established based upon the following:

1. Documented traceability was established for 1462 CBs in GSU warehouse stock through a standard manufacturer's certificate of confomance.
2. Those CBs which were not immediately verifiable based on documented traceability were closely examined and inspected to identify the manufacturer.

3. These Cds were returned to the manufacturer for inspection.

In accordance with the reference purchase order, nine molded case circuit breakers from Gulf States Utilities' River Bend Station  ;

were investigated on June 1, 1989, at the Quality Assurance Laboratory, General Electric 4 Company, Plainville, Connecticut. l The breakers investigated were the followingt / -

(1) TED134100 l (1) TFJ224070 (4) TFJ224150  ;

(2) TJJ426300 (1) TJJ426400 During the investigation, all c..rcuit breakers received a detailed external and internal visual intpection and were tested for thermal calibration and dielectric strength. No test failures or product discrepancies were npted.

It is our best professional opinion that all breakers investigated t

have not been tampered with or re-adjusted and do not contain counterfeit parts.

i This letter also formally transmits the breaker inspection and test data sheets and the instrument record and calibration sheets ,

completed during the investigation. l
