I wish to join the members of the Council of the City of Philadelphia in encouraging all such action "To cease construction of the Limerick Nuclear Reactors," as so memorialized by said Council in their Resolution 169, which was enacted on May 29, 1980, by the members thereof.

While I have yet to conclude, on the basis of scientific research and other relative evidence, that the proliferation of nuclear power facilities and thus generation activities th.oughout the United States poses a serious threat to the mass of humankind if appropriately and safely cultivated for the betterment of mankind by the energy industry, I am of the view that if the operation of nuclear power facilities is deemed to be realistically necessary and factually ascertained, such facilities should not be located within any area where an even small level of population is maintained. I believe that

Hendrie June 28, 1980 Page Two the production of nuclear energy in this country can offer a productive means by which we as a nation can address our growing lack of energy delimma, however, nuclear energy and the facilities which must harvest that energy should not be placed in areas where they could pose a threat to the preservation of humanity. Thus, I must earnestly join the members of the Council of the City of Philadelphia in exhorting the Philadelphia Electric Company and all those other officials who are affiliated and subsequently in a position of industrial and governmental authority to cease construction of the Limerick Nuclear Reactors for the paramount reason that it poses a substantial threat to the preservation of human life in the Philadelphia area.

I have appreciated this opportunity to share my views with you relative to this important area of issue. If you have any comments or questions relative thereto, I would welcome receiving them.

RESOLUTION To cease construction of the Limerick Nuclear Reactors.

WHEREAS, On May 27,1980, Harold Denton, director of the Office of Reactor Regulations of the Nuclear Regulatory Commission, testified at Congressional hearings in Bucks County Community College that the Limerick plant is too close to Philadelphia and the NRC may " modify or with-hold" the operating license for Limerick, and 1

WHEREAs, The Limerick nuclear reactors under construc-l tion since 1971 are only 21 miles from Philadelphia and within a 30-mile radius of 4 million people, and WHEREAs, Evacuation plans for Philadelphia in case of a major accident at Limerick are not feasible, and

- vocate has opposed the continuation of construction of the Limerick nuclear reactors on the grounds of excess generat-ing capacity compared with the need of Philadelphia Elec-tric Company and the high costs, estimated at 5.6 billion dollars rather than 3.2 billion dollars estimated by Philade!-

phia Electric Co., and 1

WHEREAS, Philadelphia Electric Co. originally projected completion of Limerick I in May 1976 and Limerick II in d

- May 1977, and now projects completion of Limerick I in 1985 and Limerick II in 1987, while costs continue to esca-late, and WHEREAS, This high cost of construction would be borne by the ratepayers of Philadelphia Electric Co. and the gov-ernment, in tax investment credits of 10"o and accelerated depreciation allowances, and

, .WHEREAS, Permanent nuclear waste disposal sites have

- not yet been developed or demonstrated feasible by the utili-ties or the government,and

3 WHEREAS, The United S es Environmental Protection -

Agency has termed inadequate the projected supplies of cooling water for Limerick of 40 million gallons per day of Delaware River water, and WHEREAS, In case of a nuclear accident at Limerick, lla-bility insurance provided by the utilities and federal govern-ment is limited to only $560 million, less than 5% of dam-ages estimated possible by government reports, and WHEREAS, Psychological stress will add to the health prob-i lems of residents in Philadelphia and the surrounding areas as demonstrated in the Three Mile Island accident, now Be it Resolved by the Council of the City of Philadelphia, That all construction cease at the Limerick nuclear reactors plants to protect the health and safety of Philadelphia resi-dents and the ratepayers of Philadelphia Electric Co.

Resolved, Further, that certified copies of this resolution be sent to the President of the United States, the Nuclear Regulatory Commission, the Governor of Pennsylvania, all Philadelptia legislators in Harrisburg, the two U.S. Sena-tors and Philadelphia Congressmen.
