Enclosed please find three copies of the Graterford Evacuation Plan in the above captioned matter that is currently before the Appeal Board.
The enclosed plan was referred to as " Plan 2" at the Licensisig Board level and was developed following the Appeal Board's suggestion to find a middle ground with regard to the disclosure of the plan. The plan is covered by a protective order and appropriate affidavits of non-disclosure, so I ask, on behalf of the Department of Corrections, that it be treated accordingly. It contains material that is highly sensitive and confidential.
