GSU letter No. RBG - kTh2, dated November 29, 1977 GSU letter No. RBG - 5078, dated March 23, 1977 GSU letter No. PBG - Shh2, dated July'5, 1978 Attached to this letter is Gulf States' final resolution and corrective action with regard to the deficiency identified in the above referenced letters, associated with the Reinforcing Steel supplied by Trans-American Steel Corporation, Welcone, North Carolina.

Gulf States considers this ites to be satisfactorily resolved and the ites closed.

To Resolve Problem Gulf States has completed the evaluation of the deficiency identified in GSU letter nudber R3G h7h2, dated November 29, 1977. The results of this evaluation showed that there was a deficiency, as defined by 10CFR50.55(e)

(1)(i), with the manufacture and fabrication of reinforcing steel supplied by Trans-A=erican Steel Corporation, Helecce, North Carolina. This deficiency is considered a breakdown in the implecentation of its Quality Acsurance Program by Trans-American Steel as it related to the manufacture and fabri-cation of Category I Reinforcing Steel.

The rejected reinforcing steel, which is at the River Bend Jcb site, is preser tly being retagged and removed from the immediate River Bend construc~

tion area to a location near the 500KV spoils area. This is to provide further segregation and control to prevent its inadvertent use or installa-tion in a Category I structure.

If it is deternined feasible at some later date to use this reinforcing steel in a non-Category I structure, its use vill be closely conitored and documented to assu.a that proper control is maintained throughout erection and installation.
