Division of Reactor Operations Inspection RII: JP0 Office of Inspection and Enforcement 50-321/50-366 Washington, D. C. 20555 I&E Bulletin 79-24 ATTENTION: Director Gentlemen:

The following information is submitted in response to I&E Bulletin No. 79-24 dated September 27, 1979 concerning the possibility of frozen lines in safety related systems.

All safety related systems at Plant Hatch Units 1 and 2 have been reviewed to assure that safety-related process, instrument, and sample lines do not freeze during extremely cold weather. The review has shown that all safety related lines are within the confines of a building with the exception of a small portion near the condensate storage tank. The portion of the lines exposed is insulated and heat traced. Plant procedure HNP-1-6912 " Cold Weather Checks", require that thermostats for heat tracing are set for 35 0F. We feel that performance of the aforementioned procedure provides adequate protection against freezing.

Should you have any questions, please contact my office.

Very truly yours, W. A. Widner Manager Nuclear Operations JAB /mt
