The following is submitted in response to your letter dated November 16, 1979, which detailed certain items of noncompliance identified in an inspec-tion of Plant Hatch conducted by Mr. R. F. Rogers, III on September 5, through October 5, 1979.

INFRACTION As required by Technical Specification 6.8.1, written procedures shall be established and implemented for safety related activities. Hatch Nuclear Plant Procedure No. 314, Key Control, Paragraph B.3, states that keys for key operated switches on the control board are to be kept on the key board when not in use, and specifically states keys are not to be i left in the switches. Hatch Nuclear Plant Procedure No. 17, Relief of Personnel, Paragraph D.1 states that the oncoming Plant Operator is to review entries made in the Operator's log and initial each page. It further requires that entries made the previous two shifts should be reviewed prior to assuming shift responsibilities.

Contrary to the above:

1. On October 4, 1979, three keys associated with the high pressure coolant injection system and two keys associated with the Reactor Core Isolation Cooling System were being maintained in their re-spective switches on the control panel on Unit 2.
2. The Unit 1 plant operator on October 4, 1979, and the Unit 2 plant operator on October 3, 1979, did not fnitial the previous two shift entries prior to asaming day s aif t responsibilities.

RESPONSE

1. The keys were immediately removed from above control switches.

Plant Procedure HNP-314, Key Control, was revised to allow certain keys to be left in the control switches. The key for each unit's RX mode switch is to be left in the mode switch to facilitate unit 1756 016 8o01160 0 3 E

Georgia Power A U. S. Nuclear Regulatory Commission Office of Inspection and Enforcement December 10, 1979 Page Two shutdown when a Scram occurs. These keys are to be removed in the REFUEL mode. Keys are to be left in RCIC and RPCI isolation valves in the STOP position to insure valves are controlled after an isolation is reset. Each unit's charcoal absorber mode switch key is to be left in the mode switch to facilitate transfer of mode switch to TREAT and BYPASS for startup and shutdown operation of charcoal absorbers.

2. The plant operators have been reminded to initial the top of the log book when they review the log per Plant Procedure HNP-17, Relief of Personnel. Data Sheet 3 of Procedure HNP-17 is being revised to include a checkoff that the oncoming plant operator has reviewed and signed off the log book for the previous two shifts prior to assuming the shift. The revision will be completed by January 1, 1980.
