Director of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission Washington, J. C. 20555 NRC DOCKETS 50-321, 50-366 OPERATING LICENSES DPR-57, NPF-5 EDWIN !. HATCH NUCLEAR PLANT UNITS 1, 2 FUEL CLADDING SWELLING AND RUPTURE DATA Gentlemen:

This letter is in response to your letters of November 9, 1979, and November 27, 1979, requesting confirmation that the fuel rod strain-flow blockage models used on Plant Match are conservative with respect to the NRC's model derived from ORNL Multi-Rod Burst Test Facility data. Since we do not technically have or use cur own models in this area, the following discussion pertains to the use of General Electric Company (GE) approved models in association with the operation of Plant Hatch.

Via your letters of November 9th and 27th and our correspondence from GE, we are aware of the review ef fort GE has applied to this issue. We are also aware of the communications between GE and the NRC on this subject. We herein af firm that bas ed upon our correspondence from GE, it is our under-standing that over the operating range of interest, pertinent to Plant Hatch, the models applied by GE and approved by the NRC are of a conservative level equi'/alent to the NRC model.

Yours very truly, R. J. Kelly JA3/mb Sworn to and subscribed before me this 7th day of January, 1980.
