DAVIS-BESSE NUCLEAR POWER STATIONNRC SECURITY BASELINE INSPECTION REPORT 05000346/2018413

Dear Mr. Bezilla:

On September 11, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a Security Inspection at your Davis-Besse Nuclear Power Station. On October 4, 2018, the NRC inspector discussed the results of this inspection with you and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspector did not identify any finding or violation of more-than-minor significance.

This letter, its enclosure, and your response (if any) will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations (10 CFR), Part 2.390, Public Inspections, Exemptions, Requests for Withholding.

If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information-Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii). SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring licensees performance by conducting a Security Baseline Inspection at Davis-Besse Nuclear Power Station in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures in effect at the beginning of the inspection unless otherwise noted. Samples were declared complete when the inspection procedure requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspector reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

The inspector evaluated the Security Testing and Maintenance Program. The following elements were evaluated:

INSPECTION RESULTS

No findings or violations were identified.

The inspector confirmed that proprietary information was controlled to protect from public disclosure. The inspector verified no proprietary information was retained or documented in this report.

  • On October 4, 2018, the inspector presented the security inspection results to Mr. Bezilla, and other members of the licensee staff.
