In accordance with 10 CFR 50.71(e), Vistra Operations Company LLC (Vistra OpCo) is hereby submitting to the Nuclear Regulatory Commission (NRC) the Davis-Besse Nuclear Power Station, Unit No. 1 (DBNPS), Updated Final Safety Analysis Report (UFSAR) Revision 35. This submittal reflects facility and procedure changes implemented between April 19, 2022 (end of refueling outage 22) and March 29, 2024 (end of refueling outage 23) along with some changes implemented after refueling outage 23.
In accordance with 10 CFR 50.4(b)(6), the DBNPS UFSAR Revision 35 is being submitted electronically on a total replacement basis.
The DBNPS UFSAR Revision 35 submittal consist of the following four enclosures:
Enclosure A - DBNPS UFSAR Revision 35 Enclosure B - DBNPS UFSAR Revision 35, with information identified per NRC Regulatory Issue Summary (RIS) 2015-17 removed.
Enclosure C - Drawings Incorporated by Reference Enclosure D - Drawings Incorporated by Reference, with information identified per RIS 2015-17 removed.
In addition to the UFSAR the following two enclosures are included in the submittal:
Enclosure E - DBNPS Technical Requirements Manual, Revision 24 Enclosure F -Technical Specification (TS) Bases, Revision 35, submitted in accordance with TS 5.5.13.d.
There are no regulatory commitment changes to be submitted in accordance with Nuclear Energy Institute (NEI) 99-04, "Guidelines for Managing NRC Commitment Changes," Revision 0, as endorsed by NRC RIS 2000-17, "Managing Regulatory Commitments Made by Power Reactor Licensees to the NRC Staff."

Davis-Besse Nuclear Power Station, Unit No. 1 L-24-025 Page2 Vistra OpCo conducted a review of DBNPS plant changes for 10 CFR 54.37(b) applicability. No components were determined to meet the criteria for newly identified components as clarified by RIS 2007-16, Revision 1, "Implementation of the Requirements of 10 CFR 54.37(b) for Holders of Renewed Licenses."
For this DBNPS UFSAR update, no excessive detail, obsolete information, or redundant information has been removed in accordance with Appendix A to NEI 98-03, Revision 1, "Guidelines for Updating Final Safety Analysis Reports," as endorsed by Regulatory Guide 1.181, "Content of the Updated Final Safety Analysis Report in Accordance with 10 CFR 50.71(e)."
This certifies, to the best of our judgment and belief, that Revision 35 of the DBNPS UFSAR accurately presents changes made since the previous submittal that are necessary to reflect information and analysis submitted to the Commission or pursuant to Commission requirements.
