e VIRGINIA ELECTRIC'"AND POWER COMPANY RICHMOND~ VIRGINIA 23261 W. L. STEWART January 13, 1984 VICE PRESIDENT NUCLEAR OPERATIONS Mr. Harold R. Denton, Director Serial No: 758 Office of Nuclear Reactor Regulation NO/DWL:jab Attn: Mr. Darrell G. Eisenhut, Director Docket Nos: 50-280 Division of Licensing 50-281 U. S. Nuclear Regulatory Commission License Nos: DPR-32 Washington, D. C. 20555 DPR-37 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION RESPONSE TO GENERIC LETTER 83-41 In response to your request for voluntary information regarding "Fast Cold Starts of Diesel Generators", the following information is provided:

Surry has three Emergency Diesel Generators (EDG's) which have experienced a total of 137 "cold" starts. The distribution of these

. starts are 46, 38, and 53 for EDG' s 1, 2, and 3, respectively.

Approximately 50 percent of these starts are due to Periodic Testing.

No apparent detrimental effects have been observed as a result of these "cold" starts. It must be noted, however, that the term "fast cold start" is not particularly applicable at Surry since the EDG' s are pre-lubricated and pre-heated to the extent that a true fast cold start should not occur.

If you have any questions regarding this information, please contact us.

Very truly yours, JLftd W. L. Stewart cc: Mr. Steven A. Varga, Chief Operating Rector Branch No. 1 Division of Licensing Mr. D. J. Burke NRC Resident Inspector Surry Power Station
