which was reported in Inspection Report Nos. 50-280/90-09 and 50-281/90-09. Our response which inGludes the schedule and plan for resolving the findings itemized in the inspection report is provided in the attachment.
Ongoing activities are focused on continuing improvement of. the Emergency Operating Procedures (EOPs) through the Operations and Training Departments in addition to corrective actions identified through various other self assessment mechanism*s.
Abnormal Procedures (APs) and Fire Contingency Action(FCA) procedures are being upgraded via the Technical Procedure Upgrade Program.
Those APs referenced in EOPs are being given priority in the upgrade process. The FCAs are not utilized in tl)e EOPs and the upgrade of these procedures will start in 1991.
Inspector Followup Item 280,281 /90-09-02 *requires clarification. When. this item was
.discussed at the exit meeting on April 12, 1990, Virginia Power agreed to implement -
sound' powered phone communications and to advise the NRC in about one month of the status of this implementation. In our telephone conversation on May 16, 1990, we reported that the essential locations had been identified, sound powered equipment had been located, and engineering was underway.
The current status is that engineering has been completed and the equipment will be in place by July 1.5, 1990.
We have no objection to this inspection report being made a matter of public disclosure.

Provide emergency battery power to operations radio repeaters, paragraph

Revise one step in AP-22.01, Loss of refueling cavity level, prior to refueling outage, paragraph 3 and Appendix B.
Corrective actions for all technical and human factors comments, paragraph 3 and Appendix B.
An engineering study has been initiated to determine how alternate power should be provided to emergency communication equipment. This study will be completed by June 28, 1991, and a plan of action will be formulated at that time.
An Individual Plant Examination (IPE) is currently being conducted which will address the canal level question. A report is planned to be issued pursuant to our response to GL 88-20 and is scheduled for November 30,1990.
Because of the requirement to rotate through the Operating Shifts, training on the revised procedures will be completed and the procedures implemented by August 31, 1990,
. approximately 16 weeks from the date of the letter.
This revision will be in place by August 1, 1990.
These comments will be evaluated and appropriate corrective actions will be completed with Revision 3 to the EOPs, currently scheduled for implementation by March 31, 1991.
