DPR-32 CLARIFICATION TO TYPE C TESTING EXEMPTION REQUEST On January 8, 1990, Virginia Electric and Power Company requested an exemption from 1 O CFR 50, Appendix J, Type G testing requirements. This exemption, coupled with one-time Technical Specification changes for snubber and check valve testing, will avoid a shutdown of Surry Unit 1 prior to its scheduled refueling outage (October 1990) solely to perform routine testing. In a telephone conference call with Mr. B. C. Buckley and other members of the NRC staff, it was requested that a projected 'As-found' total leakage be provided for the valves for which the exemption is being requested. The calculation to develop the projected leakage total uses a conservative estimate for each penetration. Therefore, this projection should provide reasonable assurance that the valves' leaktightness should not degrade to a point where the Type C leakage acceptance criterion (0.6 La) would be exceeded by December 31, 1990. provides the 'As-found' leakage projection for the valves included in the exemption, as well as a projected 'As-found' leakage total for Type C testing during the 1990 refueling outage. provides a summary of the subject valves leakage performance.

ATTACHMENT 1 Surry Power Station Previous Tests and Projected Leakage Totals For Type C Testing For Valves/Penetrations Included In Exemption Request
L The following presents the 1986 and 1988 Type C leakage for the valves included in the exemption request. A projection of the 1990 Type C test results based on the 1986 and 1988 test results and the maintenance history of the valves has been completed.
1986 Type C Test Results (Exemption Request Valves)
'As-found' Total: 910.117 SCFH Major contributors were: TV-DA-1 OOA/B; 1-RM-3; 1-IA-939; TV-SS-102A; TV-SS-101 A, with 300 SCFH directly attributable to TV-DA-1 OOA/B. These valves were repaired and retested satisfactorily as demonstrated by the test results in.
1988 Type C Test Results (Exemption Request Valves)
'As-found' Total: 253.334 SCFH Major contributors were: 1-RM-3; 1-RC-160; FCV-1160; 1-IA-446; TV-SS-102A; TV-CV-150A, with 107.94 SCFH directly attributable to FCV-1160. FCV-1160 is water filled and not considered a credible leakage path.
1990 Projected Type C Test Results (Exemption Request Valves)
'As-found' Total: 59.874 SCFH The projected value is based on 70 valves. Six Steam Generator Recirculation and Transfer valves are Type C tested, but are in a closed system and not a contributor to the overall Type C leakage total (RT valve test results are included in ). For each valve a projected leakage calculation was performed and then the projected leakage for the 70 valves was totalled. If a valve had a negative leakage trend the most recent 'As-found' leakage value was used.
For valves that were overhauled or replaced, a leakage calculation was not used.
Instead the most recent post-maintenance 'As-found' leakage value was used. If the 'As-found' leakage was not available then the 'As-left' leakage value was used.
Valves in eight penetrations were replaced or overhauled. These valves were the major leakage contributor in the 1988 Type C test and include the following:
FCV - 1160 1 - RM - 3 TV-IA-100 TV-SS-102A 1 - VP - 12 TV - CV-150A HGV - CV - 100 TV - SS - 101 B valve overhauled valve replaced flange gasket replaced.no valve leakage valve replaced valve replaced valve overhauled valve overhauled valve replaced
1990 Projected Total Type c Test Results If a projected value is determined for the remaining 46 valves which were not included in the exemption request, and added to the projected value for the 70 valves for which an exemption is being requested, the following leakage projection is obtained.
'As-found' Total: 134.404 SCFH This projected total provides a reasonable margin to the allowable 0.6 La value of 180 SCFH.
Projected Leakage Calculation Methodology If:
Test 1 = 1986 'As-found' test results Test 2 = 1988 'As-found' test results LRTM = Leakage Rate Trend Month 24 months = elapsed time between 1986 and 1988 tests 30 months = time between 1988 test and December 31, 1990 PVLI = Projected Valve Leakage Increase then:
(Test 2 - Test 1) + by 24 months= LRTM LRTM x 30 months = PVLI Test 2 + PVLI = Projected 1990 Leakage for that valve 62 I
(Test 2 + PVLI) + Leakage total for the 8 overhauled and replaced valves 1
= Projected 1990 Leakage for valves included in the exemption request
