. 50-280 50-281 DPR-32 DPR-37 We committed to implementing an independent second engineering review of completed.(surveillance) tests in response to a violation cited in Inspection Report
- numbers 50-280/86-05 and 50-281/86-05 (VEPCO Serial No.86-238 dated May 8, 1986). This corrective action was taken to ensure that surveillance tests were being completed in accordance with the administrative requirements of station procedures.
The subject reviews have been performed for over three years and indicate that a.*
reduced level of review is warranted.. Accordingly, we plan to implement a new systematic review process within our surveill~nce program. This revised process will.
provide a level of review commensurate with the nature of the surveillance test. The review process will include, as a minimum, sampling completed surveillance tests to detect any recurrence of an administrative oversight problem. This change will permit allocation of engineering resources to technical issues (e.g. improved trending of systems data) while maintaining effective oversight on the administrative details of the surveillance program.
